			<content:encoded><![CDATA[<p>Indiana might have to pay $10 million for wasting federal funds by not transitioning enough welfare recipients into the workforce last year. Indiana was the only state in the nation to not meet their goal.</p>
<p>A $10 million penalty would mean that about 5 percent of the state&#8217;s annual welfare funds. These funds pay for career training, financial aid, child care, child abuse prevention and other programs targeting Indiana&#8217;s needy.Â </p>
